Citizens Energy Package: European Commission unveils new measures to support households in the energy transition
New EU recommendations aim to protect vulnerable consumers, tackle energy poverty and boost self-consumption and energy communities.

The European Commission has presented the new Citizens Energy Package, a set of recommendations designed to help citizens and households engage in the clean energy transition in a more inclusive, resilient and sustainable way.
Published on 30 April 2026, the package aims to strengthen consumer protection against volatile energy prices while supporting a more participatory and renewable-based energy system.
Key measures included in the package focus on:
- protecting vulnerable households from energy disconnections;
- helping consumers compare energy offers more easily and switch suppliers faster;
- reducing the risks linked to supplier bankruptcies;
- supporting the development of energy communities and collective self-consumption.
The Commission also calls on EU countries to strengthen support mechanisms for people affected by energy poverty, including energy vouchers, debt advice and investments in energy efficiency and renewable energy solutions.
“This must be the moment when we accelerate the transition to a more sustainable, secure, and consumer-focused energy system,” said European Commissioner for Energy and Housing Dan Jørgensen.
The package is also accompanied by an action plan for energy communities and a report on electricity retail markets aimed at promoting demand flexibility and helping households benefit from lower energy bills.
