The European Union will need around €70 billion annually to adapt to climate change, according to the first Commission study assessing investment needs across Member States.

Most funding would go to infrastructure (€30bn), ecosystems (€21bn), and food security (€12bn), with France, Italy, Germany, and Spain showing the highest requirements.

The report warns that current financing is inadequate and calls for stronger integration of climate risks into national budgets, as the Commission prepares a new EU framework on climate resilience and risk management.
