The 64th session of the UN Climate Change Subsidiary Bodies (SB64) concluded on 18 June in Bonn, Germany, after ten days of negotiations involving representatives from nearly 200 countries. The conference focused on advancing the implementation of the Paris Agreement and laying the groundwork for COP31, which will take place in Türkiye later this year.

Negotiators made progress on several technical and implementation-related issues, including just transition, climate technology, transparency and improving the effectiveness of the UN climate process.

Parties agreed to continue strengthening support for countries’ climate transitions while ensuring that climate action remains aligned with the goals of the Paris Agreement. They also confirmed that the Climate Technology Centre will continue to be hosted by the United Nations Environment Programme (UNEP).

Transparency remained a key theme throughout the conference, with countries exchanging experiences on reporting progress towards their climate commitments. Discussions also addressed climate finance, private investment mobilisation and climate-resilient development.

A central focus of the Bonn conference was implementation. Delegates explored ways to accelerate delivery of national climate targets and translate the outcomes of the first Global Stocktake into concrete action. New initiatives presented during the conference include efforts to strengthen the implementation of national climate plans, enhance cooperation on mitigation and adaptation, and develop practical roadmaps towards a climate-neutral economy.

The incoming COP31 Presidency of Türkiye presented its priorities, highlighting implementation and practical solutions. Among the announcements was the new “35×35” Electrification Target, an initiative that the European Union said it will carefully consider and engage with.

Technical meetings, consultations and political engagement will continue in the coming months as preparations for COP31 intensify. The period ahead will be critical for building trust, bridging differences and maintaining momentum in global climate action.
